Well you should look over ascent commands ,the special list not that .commands which are listed in game because there arent all listed there.
Anyway im sure you will find the right way HOW TO

i read all the posts from this topic and i remember there is a GM command to learn skills(".learnskill x y z" x=skill id,y=starting skill lvl, z=max skill lvl). Instead of starting over on the skills u get u'r missing skill and u'r skill lvl back, hope it works. p.s my defense bar is missing too and i get crushing dmg from all lvl mobs, char Starfall.
